This is voluntary Home Owners Association, not mandatory if you live in the association area.  If you don't pay the association fee you can't use the beach facilities.  In 2010 If the homeowner wants to join and have access to the beach, then the purchaser must pay $500.00 fee, plus $200.00 yearly HOA dues.
